Experts discussed Russian technological parks and business incubators issues On June 2-4, 2014, The International Summit of Technological Parks and Business Incubators took place. It brought together representatives of the Russian Federation Government, representatives of Russian and foreign technological parks, International Association of Science Parks and Areas of Innovation (IASP) headed by Luis Sanz, Director General of IASP, leading experts in innovation field, and also young specialists. The first day of the Summit was held in Skolkovo Technopark. Director of Russian Association of Technological Parks Andrey Shpilenko opened the event and told the guests about the current situation concerning technological parks in Russia, about their activities and efficiency. Then Deputy Minister of Communications and Mass Media of Russian Federation Mark Shmulevich made a welcome speech covering the Ministry activities in the context of creation and development of technological parks in Russia. On the first day of the Summit participants visited Startup Village to take part in the section named “Science parks: Supporting high-tech startups in a global world”. The international panel of speakers discussed issues of creation, development and cooperation of technological parks all over the world. The next point of the agenda was a meeting of Russian Association of Technological Parks members. During the meeting issues of current activities of the Association and further plans of cooperation were covered. The meeting was marked with two important events – Skolkovo Technopark joining the Association and certificates presentation to technological parks which passed a voluntary accreditation procedure. It’s mutually beneficial for us that Skolkovo Technopark joined the Association. Thanks to this partnership we will be able to share the accumulated experience, to build an effective system of centers for collective use, and also to create a system for matching companies which will allow to reduce costs of innovation projects implementation director of Association Andrey Shpilenko claimed. The fact that Skolkovo Technopark joined the Association is an indicator of our openness. We are ready to share our practices with technological parks, share our experience and work together on innovation development in Russia General Director Renat Batyrov said. At the end of the meeting director of the Association presented certificates of accreditation to three technological parks: IT park (Kazan), Academgorodok (Novosibirsk) and High Technologies Technopark (Ugra). Technological parks which got accredited have proven that they have all the necessary infrastructure for assistance to small and medium enterprises, and also implement programs concerning entrepreneurship support and cost reduction. By passing the test for compliance with quality standards we have set the bar that first of all is a large responsibility. Before in Russia there were not any definite criteria of technological parks quality standards. I’m glad to know that now the standards are set and we’re moving in the right direction director of IT park Anton Grachev shared his opinion.  For us an external expertise was very important. Being accredited we have proven the level which we have reached thanks to the intensive work. Also I want to add that during the meeting with the Association members we have discussed a number of important and relevant issues covering technological parks development in Russia. So, I was pleased to take part in the meeting director of High Technologies Technopark Uriy Reutov commented . The next day started at the territory of MSU Science Park with a conference “Modern challenges and development directions of technological parks as drivers of territories economy growth”. All over the world technological parks are created to accelerate innovation companies growth in industries which are foreground for economic development. Director General of International Association of Science Parks and Areas of Innovation Luis Sanz noted that in spite of the fact that technological parks’ concept exists for more than 50 years, their quantity is still increasing. It means technological parks have proven their efficiency for the economic development Luis Sanz claimed. According to his words technological parks leaders should pay attention to two key development principles: technological parks should be international and they should cooperate actively with foreign colleagues and integrate into city environment.     In turn Deputy Head of Science, Industry Policy and Entrepreneurship department of Moscow Michael An touched on cooperation between cities and technological parks.  According to him, an important challenge of authority is to change economy structure, structure of entrepreneurial and scientific and innovation environment, to move from fragmental forms of support and single success stories to united innovation system. Today in Moscow a normative base is already formed, about 10 infrastructure platforms are created, which serve as a base for various innovation structures (technological parks, business incubators, accelerators, co-working centers and, of course, Technopolis – a project of science and technology city creation. There is a great demand for creation such services in the community. It’s very important to make these project be successful but it requires to find solution to a problem of qualified personnel and effective management teams creation Michael An noted As general director of High School of Economics Innovation Center Anastasiya Tyurina said, namely this fact has defined an important issue of the event – an increase of technological parks and business incubators specialists professional level. Russian technological parks lack professional specialists who are ready to offer a real help to innovation companies in business development, new markets entry, investment attraction she said. That’s why High School of Economics Innovation Center takes part in development and implementation of educational programs on increasing technological parks specialists competencies level Anastasiya Tyurina noted. Deputy General Director – Director of project office of Russian Venture Company Evgeniy Kuznetsov added that venture companies are also interested in a high expertise level which does not meet the needs of technological parks today. That’s why a systematic work on technological parks specialists’ and experts’ education is necessary. General Director of MSU Science Park Oleg Movsesyan also claimed that Russian technological parks should integrate into international environment more actively. And one of the Summit objectives is to establish cooperation with leading international expert organization. For this purpose a 3-day educational seminar on “Effective business incubator and technological park management” was held within the Summit where heads of American technological parks and technology transfer centers took part. It was aimed at support high-tech entrepreneurship as one of essential conditions for Russian economy well-being. Co-organizers of the seminar were Ministry of Communication and Mass Media of Russian Federation, Entrepreneurship Center and Association of Technological Parks in High-tech Area. International Summit of Technological Parks and Business Incubators was sponsored by Innovation Development Center of Science, Industrial Policy and Entrepreneurship Department of Moscow and Association of Technological Parks in High-tech Area.
