In international laws, “sanction” is defined as “a coercive measure adopted usually by several nations at the same time to force a nation…to yield to adjudication, by withholding loans, limiting trade relations, by military force and blockade”. In all, there a number of sanctions: political, economic, social, technological, cultural, legal, moral, religious, military, etc. Some might think it will aggravate Russia’s prospects, but we don’t. For there is two polar senses for any sanction as for any political action, it is both a reward and penalty, or there are negative sanctions and positive sanctions. Now we have unique chances for having a more effective political system, less corrupt government, more patriotic “elite”, more innovative economy and socially responsible large business, now owning $ 0,8 trillion to the foreign bank, more effective science and technology, more responsible scientists and engineers, now easily going abroad to share valuable knowledge for symbolic fees, and better urban environments dwelt by smarter citizens, i.e., a better land and country. In other words, there is no alternative but becoming a more self-reliant, self-sufficient, more resilient, and more self-sustaining state, with smarter, intelligent and sustainable regional territories and urban environments, i.e., going for building a smarter and more sustainable Russia: Russia could capitalize on the sanctions embarking on the track of smart and sustainable development by taking the new course of actions we have been repeatedly advising to the national government since 2009: 1. Russian Government is to adopt a strategic comprehensive and holistic vision of sustainable nation 2. Russia is remodeled as a sustainable smart territorial ecosystem of regional territories and urban areas, innovative infrastructure networks and urban systems, economic systems, social systems and governance systems 3. Russia is to be run by a centralized intelligent governance platform distributed via regional and urban smart management systems extended by the internet of things or M2M communication networks: Sustainable Russia postulates new forms of development and innovative production to come from intelligent capital, smart economy and finances, innovative industry, smart land use, and green growth, or ecological capital, involving natural processes, renewable power and fuels. Given its unique sizes, geography and climatic conditions, all sorts of the renewable energy projects are to have investment priorities in sustainable Russia: biomass and biofuel, waste-to-energy, geothermal, wind generation projects; hydropower projects; wave and tidal energy projects; and solar farm projects, added up with intelligent energy technologies, as smart power grids, smart buildings, electric vehicles and power storage. By contrast, in the last year, the current “fossil-fuel power Russia” has no influence on the global trends in renewable energy total investment ($214 billion), largely shaped by China, Europe and USA. Again, the precondition of Sustainable Russia is to have a sustainable governance ecosystem: smarter legal regulations, smarter institutions, smarter businesses and smarter citizens, underpinned by intelligent management platforms, federal, regional and urban:
